小括號內的關係子句在講departments，
course後又有一個關係子句講courses。
原句把departments後面的關係子句用現在分詞offering轉換成分詞構句。
因此答案是(C) offering

in the departments，這些系的教授，
in the departments (which you plan to get into)
這些科系又是「你計畫要讀的」。
所以全部還原就是長這樣：
Are the professors in the department [which you plan to get into]
experts in their own fields?
