[英檢] where的用法

[neversayyes (gonna say yes)]

一般國中教關代時會提到介系詞+which=where
ex I like the house which he lives in.
   = I like the house in which he lives.
   = I like the house where he lives.

但我在坊間某本GEPT的教材上看見一個題目
類似這樣
We can't find mosqitoes in the place where it is very cold.
這邊的where我該怎麼跟學生解釋它是怎麼來的呢？
因為它應該不是關代的用法 (後句沒有介系詞)
關代我想應該可以這樣子用
We can't find mosqitoes in the place that is very cold.

這個where我當年高中學時也覺得很疑惑
導致現在無法好好解釋說明給學生聽 (會用不會解釋 囧)
目前我整理出來的概念是把where從關代那邊獨立出來
當前面是"地方"類的字詞時 可用where接出一個完整的句子來形容前字
而且我記得in the place在這句裡可以省略掉對吧？
請板上老師賜教^^
