It is very interesting that "doesn't mean" has been a usual term in Taiwan. Anyway, most of the situations, "doesn't mean" statements do not answer people's interesting questions or problems. Go to UK, watch BBC every day, read The Times, or the Independent.. whatever every day, talk to Britons or whoever every day. Things could change.
