It is very interesting that "doesn't mean" has been a usual term in Taiwan.
Anyway, most of the situations, "doesn't mean" statements do not answer
people's interesting questions or problems.
What European people's styles are usually, for example,
How easy for a research student doing project not in French to contact the
supervisor in Paris? and how many percent will recognise that the student
will be fairly supervised? How many percent of students will agree that?
Also how many percent supervisors will agree that?
I think all of them are really concerned here, although that sounds like
a research project itself. That could take time to work out, but doesn't
usually make big mistake.

About few decades ago, I loaned a guy all of my saving money.
He hasn't returned me yet and I think never ever returned.
That was really BIG, so BIG that upset me so long.
But my family told me that was not worthy to argue with that bad boy.
For the BIG money... a ten-dollar coin.
So, avoid using somewhat like big, large, huge money or small money,
things could change some few years later. And when you come back to read them
again, you will feel that so ridiculous!
Suppose you are going to be a DR whatever someday, let's be slightly
professional for the question.
Basically, suppose a people are not a really rich people living a rich life,
when paying your tuition fee in UK for a year,
He or she has actually paid about two third of the total yearly cost.
This is mathematical term, which I guess will make no argument.
I am not going to say what is better; to decide is your job.
I will suggest to think about if the 33% saving is worthy for giving up
the perfect chances to lean so many things (culture, language, the country,
the government system....etc).
Also, I should not say 33% saving, since you don't spend money in UK,
but you still have to pay somewhere. So, the actual term should less than
33%, regarding the living cost somewhere, the communication between
you and your supervisors and the lost of chances. Of course, if you can
get payment in that way, you could increase the term as well.

To be honest, I have not yet seen any research publish about that,
therefore, I will draw no conclusion about that. I guess that makes one reason
you use implication statement in your last words.
What I suggest you is to forget Taiwanese media for a long-term.
Go to UK, watch BBC every day, read The Times, or the Independent.. whatever
every day, talk to Britons or whoever every day. Things could change.
