The New Central Cross Highway (alishan), is not too long and it is generally
easy to deal with. The highest point is at 2500m at Tatajia and it is not too
cold there. The Nantou side is better to deal with than the Jiayi side. Unless
you want to go to Tsengwen you might consider not taking the major road, but
take roads branching off at Shijuo via Ruili etc., that area is very pretty
and there is not much traffic but it will take longer. But then it is much
safer. If you don't have to go to Alishan (i have alweays succeeded in
by-passing it), you might consider to stay at Futeya or Ruibang, the main
villages of the Tsou Tribe a bit off the road, to see some other people than
tourists. People are friendly there and private accomodation should be possible
as well.
The Southern Cross Highway also is quite high at about 2600m, but it is rather
warm and the streets not too narrow. There is in general not too much to
see, unless you are lucky with the Haiyun or Yunhai (?), or are interested
in climbing 2 or 3 baiyue-mountain in a day. You might like to take a walk
through Lidao, at 1800m one of the highest mountain villages in taiwan (BUnun).
A good opportunity to talk to them.
Ok, if you want to sleep at the east end, i suggest you the first village
after Chishang towards the mountains (i forgot the name), it is a little
Bunun village with a primary school where you might can stay. People in
aboriginal villages are friendlier than anywhere else, and you have a chance
to play with the kids. In many aboriginal villages it is possible to sleep
in classrooms if you have a sleeping bag with you. Ahh yes, Yakou can be very
cold, i spent my coldest night there in taiwan.
Ok, another remark: be careful about the weather. Hohuanshan is too cold if
it rains, and the Southern Cross Road is not safe when it rains. The West
side is ok but the East side is prone to landslides.
