do you mean the so-called cross highways?
well, there are 4 of them, right?
The Northern Cross Highway is the lowest of them, so in terms of weather the
easiest, although at its East End one often encounters rain (mao-yu=slippery).
What you should be more careful is your positioning on the road. The roads are
very narrow, especially to the east of Baling -- stay at the very right. If you
like to ride without helmet, then don't do it around Baling. Police is checking
there very often, although they are aborigines and it is easy to talk yourself
out if you can speak a few words of Atayal. However, east of baling you are
pretty safe.
The Middle Cross Highway can be very tricky, although it is besides the
Su-Hua Highway the most beautiful road, especially if one comes up from
Taroko all the way to Hohuanshan. However, inbetween you will usually
encounter a layer of fog/clouds that might be several hundred meters thick.
In such layers it gets incredibly cold and you will wish to have more clothes.
However, no matter how much you wear you will feel cold... so you better
prepare yourself mentally. On the top of the road at about 3200m it is always
quite cool. You should reach that point not too late in the afternoon. Even in
summer it gets awfully cold there, especially towards the evening. Luckily
there's a guy selling hot cinnamon tea at the top. Have enough gas, within 25km
there is no gas station (from the top) and the ones around are closed by 5
the latest. The roads around the top are very steep.
