Protest against Police Violence! Defend Civil Rights!

On November 3rd 2008, a group of ARATS(Association of Relation Across the
Taiwan Strait) delegates from China led by chairman Chen-Yunlin came to
Taiwan in order to sign various treatise with the Taiwanese government.
Meanwhile, all across the capital city of Taipei, in the name of “security
for the delegates”, various peace rallies and protests have been violently
oppressed by the police, acts such as indiscriminate questioning, physical
coercion, confiscation and damaging of protest banners , forced expelling,
forced imposition of undue restrictions, even arrests without judicial cause.
Even more appalling is the fact that most civilians on the receiving end of
such treatments are not protesters, but merely passerby lingering out of
simple curiosity or those who want to record the event, and none of them came
close enough to the delegates to even pose a security risk.

As a result of such violations of civil rights, on November 6th, more than
four hundred students and professors from various universities gathered at
the front gate of the Executive Yuan, demanding an apology from President Ma
Ying-Jeou and Chairman Liu Chao-Shiuan, the resignation of both the director
of police agency and national security agency, and the immediate amendment of
the Mass gathering and Demonstration act.

The gathering began on the net, by a group of students and professors, with “
Protest against Police Violence! Defend Civil rights!” as their primary
concern, gradually gathered momentum, and a gathering originally estimated at
around 50 people grew to more than 400, with students all over the country,
and professors Huang Hou-Ming of the NCCU Department of Sociology, Yeh
Chi-Jeng of the NTU Department of Sociology, Huang Chen-Ling of the NTU The
Graduate Institute of Journalism, Kuo Pei-Yi of Academia Sinica, Institute of
Ethnology, Lan Pei-Chia of the NTU Department of Sociology, Fan Yun of the
NTU Department of Sociology, Liu Hwa-Jen of the NTU Department of Sociology,
Lee Ming-Tsung of the BTU Department of Sociology, Rwei-Ren Wu of Academia
Sinica, Institute of Taiwan History, Huang Chen-Ling, NTU Graduate Institute
of Journalism, Jieh-Min of NTHU Institute of Sociology, all pledged their
support for this sit-down demonstration.

All the major decisions in the gathering are made by group discussions and
representative voting, implementing democracy on the scene. However the
Executive Yuan, responding to the gathering, was only willing to send
secondary advisors to meet the student representative. The students believed
the administration lacked sincerity in resolving the situation, and decided
to continue the sit-down demonstration through the night.

On the morning of November 7th, Chief Secretary of the Executive Yuan Xue
Siang-Chuang arrived at the scene. In response to the requests made by the
students, the chief secretary stated that the voices are being heard, however
the illegal acts must be punished, such as the current protests, and demand
the students apply for the permission to gather under the current act, as for
the request concerning amending the current demonstration act, the secretary
responded by saying the act has been sent to the Legislative Yuan years ago
awaiting the proceedings.       The students was not satisfied and believed the
chief secretary was evading the question concerning police violence and the
act has been stalled in the proceeding since the change of administration.
Since the secretary left the scene, the police had stepped up their warnings
in preparation for a force expelling, however the students still believe in
the original demand of an apology from President Ma Ying -Jeou and Chairman
Liu Chao-Shiuan, the resignation of both the director of police agency and
national security agency, and the immediate amendment of the Mass gathering
and Demonstration act, and will find another place to continue the
demonstration even if the force expelling takes place.
