中華隊長被處禁賽！Captain Taiwan is banned ! （With-English Edition ）

城市足球聯賽是國內最高級別的男子足球聯賽，更是培育國家職業選手的搖籃。第二循環
決賽將於2010年9月 4日至10月30日，於高雄國家體育場與台北田徑場開打，由第一循環
脫穎而出的六強北體asics、高縣台電、Hasus台體、北市大同、台北縣、國訓中心進行冠
軍爭霸。
The Intercity Football League, which is the highest level football league in
Taiwan, have trained many Taiwanese football stars. Now it is going to the
final round of this season. The final round would hold from September 4, 2010
to October 30, 2010. Hasus TSU, the defending champion, and the other 5 teams
including TPEC asics, Kaohsiung County Taipower, Taipei City Tatung, Taipei
County, and NSTC would compete for the championship.
身為連續幾年聯賽最佳球員，也是中華隊指標人物的陳柏良，本來是Hasus台體的主力、
更是中華隊史上最年輕隊長，如今面臨第二階段賽事有電視轉播，卻看不到陳柏良演出的
遺憾戲碼。陳柏良在第二階段即將從母校台體轉會到台電，但由於他是國內聯賽中的巨星
看板，引發其他球隊眼紅、嫉妒，最終引發了「殺機」，在有關高層的耍弄威權下，最後
召開高層會議，以「違反轉隊規章」凍結陳柏良的參賽權利。
The national team captain, Chen Po-liang, is the best footballer in Taiwan
nowadays. Unfortunately, we could not watch his amazing performance by
broadcasting this time. CTFA and the league have announced that he is not
qualified to play games. In the break time between the first round and the
final round, Chen decided to transfer from Hasus TSU to Kaohsiung County
Taipower. Thus, he was accused of violation of trasfer regulations.

陳柏良今年從台體畢業，本來在兵役與就讀台體研究所之中猶豫，放假時間他在家鄉與台
電練球，台電突然表示願意網羅，由於台電球員多半是員工，球員若不是旗下員工則屬於
「外聘雇員」，每個月都領有兩萬或以上的不等津貼，對於柏良這種球員論誰都想搶，當
他對台體趙榮瑞教練透露想回到家鄉踢台電心願時，沒想到卻引發一場搶人大戰。
Captain Chen was graduated this summer and he was considering to go to the
army or go to the graduated school of TSU. He went training with Taipower in
these two months which were the break time of this season, and tried to keep
himself in good and healthy condition. At that time, Taipower spoke highly of
Chen's ability and hoped Chen could join them. Therefore, Chen told TSU that
he want to join Taipower in the coming round.
台電花錢羅致「外聘雇員」足壇皆知，為了不讓陳柏良離開造成戰力嚴重損失，在台中經
營足球的大力卜集團表示願意補貼金錢，希望柏良不要轉會，而同時足協副理事長劉福財
也表示，希望能以金錢補助網羅陳柏良效力國訓隊，因為柏良可能會當兵、可以先過去效
力。各方角力多回合，足壇曾盛傳柏良如果確定落腳台電，絕對踢不了第二循環，即使台
體方面已經決定割愛，同意讓第一好手離去。
Taipower is one of the best teams in Taiwan. If Chen join Taipower, they
would become stronger. To balance the gap of strength of these teams, many
people hoped Chen could stay in TSU and provided many possible programs. Even
there was a rumor that Chen could not play the final round if he joined
Taipower. However, TSU decided that Chen could make his own decision.
最後陳柏良決定落腳台電，沒想到卻惹來其他球隊嫉妒，由幾位「沒搶到」的球團聯手，
聯手逼迫足協幾位最高長官，以陳柏良「違反轉隊規章」理由，停止他在第二循環披上台
電隊戰袍的權利。
Finally, Chen dicided to join Taipower. But some covered teams forced CTFA
into the punishment. So they announced that Chen have violated the trasfer
regulations, and banned Chen's qualification of playing in the final round.
It means we could not watch CAPTAIN TAIWAN in ELTA Live!
That is what TOKKA realized.
*經查詢秩序冊，聯賽規章中對於球員轉會的規定是，畢業、或就業即可以合法的在同一
個賽季轉會（沒有合約糾紛下）。台灣球員多數是學生、或台電、大同的員工，陳柏良從
台體畢業，就讀研究所不一定就得繼續效力台體，也沒有合約的糾紛 ～而高層的解釋為
「該轉會規章是為了球員轉踢國訓（服兵役）而設的，其他人不可適用」，秩序冊、條文
上並無指名此條文為「國訓專用」，明顯強詞奪理。
