What is effectiveness?
效能: 運用最少的資源而能達成目標
指「作對的事情(doing the right thing)」
(1) The ratio of the output to the input of any system.
(2) Skillfulness in avoiding wasted time and effort.
實例：台灣某間紡織公司這次準備要生產多少的布料?
What is efficiency?
效率:為達組織目標，運用各種資源，以完成目標。
指以最少的投入，得到最大的產出。因此認為是『把事情做好(doing the thing right)』
(1) Power to be effective; the quality of being able to bring about an effect.
(2) Capacity to produce strong physiological or chemical effects:
"the toxin's potency"; "the strength of the drinks".
實例：台灣某間紡織公司要如何決定生產的最佳作業方式和策略?已達到最大的產出率。
Can you tell the difference between efficiency and effectiveness?
效能重視組織目標的達成，效率則強調資源的有效利用，
有效率的組織不一定是指有效能的組織；
而有效能的組織也不完全是有效率的組織，組織所追求的目標，要比資源的運用更為重要。
What is the difference?
1.效率著重資源的使用率；效果重視目標的達成度
2.效率著重"手段"；效果著重"目標達成"與否
3.效率追求最低資源的浪費；效果追求最高目標之達成
4.古典學派重效率；行無學派重效果
5.效率的表現為投資報酬率；效果的表現為市佔率
結論：
均表示產生效果或有效的。效能重視組織目標的達成；效率強調教資源的有效利用。
所以有效率的組織不一定是有指有效能的組織； 有效能的組織也不完全是有效率的組織。
