定義：效能係指一個系統發揮應有功能和達成預定目標的程度
著重點：兼顧目標的達成與心理需求的滿足
涵義明確性：效能的真正涵義，無法由具體事件直接予以詮釋
主要衡量指標：生產力、適應力、統整力、創造力、滿足感、革新與發展
衡量焦點：1“質”、“量”並重
2“結果”與“過程”並重
3 達成預定目標的程度，以及達成目標過程中，成員的滿意程度和組
織的統整性
效率→
定義：效率乃是一個系統之輸出與輸入的比值
著重點：資源的有效運用
涵義明確性：效率的涵義非常明確
主要衡量指標：1“產出”對“投入”的比值
2“實際結果”對“可能結果”的比值
3“表現”對“能力”的比值
4“獲利”對“成本”的比值
5．有效運用資源的程度與能力
衡量焦點：1．重“量”輕“質”
2．重“結果”而輕“過程”
3．強調產出與投入的比值，忽略了達成目標的程度
