效率是指組織成員需求的滿足；效能是指組織目標的達成。
效率是指輸入的質與量及輸出的質與量之比例關係；效能是指過程產生所要結果的程度。
效率是指運用相同的資源獲得的產出最大化；效能是指執行而達到預期目標的程度最大化
。
效率是為達組織目標運用各種資源(不計成本)以完成目標；效能是運用最少的資源而能達
成目標。
重點：效率就是Do the thing right.；效能就是Do the right thing.
