1. 運用相同的資源,獲得的產出最大化。
2. 在特定時間系統所完成之程度。
3. 用正確的方法做事，著重在方法的層面，是否能以最小投入達成最大產出。
英文解釋:
1. The state or quality of being efficient; competency in performance.
2. The ratio of the output to the input of any system
3. Skillfulness in avoiding wasted time and effort; "she did the work with

二.What is effectiveness?
Effectiveness（效能）:
中文解釋:
1. 執行而達到預期目標的程度最大化。
2. 指系統能否?到此水準,即能不能做到。
3. 做正確的事，著重在方向的層面，是否能正確達成組織目標。
英文解釋:
1. Power to be effective; the quality of being able to bring about an

效能是成果與目標的關係，也就是實際產出成果達到預定目標的程度；而效率則是
輸出和輸入的關係，亦即輸出和輸入的比值。」所以「有效率不一定有效能，而且
有效能的組織也不完全是有效率的組織」，但是效能與效率兩者並非互為消長的關
係，而是互不牴觸，可以相輔相成。
效率-指說對一個事件完成的速度,效率好=快.效率差=慢
效能-指說對一個事件完成的程度,效能好=處理完美.效能差=處理不好
