效率

(1) 指投入資源與所得到的產出比率。
(2) 運用資源的程度與能力，凡是能夠將人力、物力、財力，及時間做最妥
善的分配者即是效率。
(3) 為達組織目標，運用各種資源(不計成本)以完成目標.。
英文解釋
(1) the ratio of the output to the input of any system
(2) skillfulness in avoiding wasted time and effort; "she did the work with great

效能
中文解釋
(1) 指的是產出的價值，或產出與原訂目標的一致性程度。
(2) 為達成目標的程度，是指資源運用以後所產生的結果，凡是完全達成目標
者即為效果。
(3)運用最少的資源而能達成目標。
英文解釋
(1) power to be effective; the quality of being able to bring about an effect
(2) capacity to produce strong physiological or chemical effects; "the toxin's
potency"; "the strength of the drinks"

What is the difference?
效能就是Do the right thing.
效率就是Do the thing right.
(1) 效能是指組織目標的達成；效率則是指組織成員需求的滿足。< Barnard
(1938)>
(2) 效能是指組織在一段時間內有效達成其目標；而效率則指在短期內組織善用
其資源。< Hit, Middlemist &Mathis (1986)>
(3) 效能是過程產生所要結果的程度；效率是輸入的質與量及輸出的質與量之比
例關係。<Mondy, Sharplin, Holmes &Flippo (1986)>
(4) 有衝突，或無法兼顧時應以效能為主，因為效能較效率來得重要，效能是組
織成功的基礎，效率則是組織成功之後，其生存所需之條件。
