→→基本上效率和效能是必須要兼顧的，因為兩者間絕非對立關係，而是相輔相成、
彼此作良好配合的事項。
【結論】
(1)有效率不一定有效能，效率僅是效能的必需而非充要條件。
(2)效能較效率來得重要，效能是組織成功的基礎，效率則是組織成功之後，
其生存所需之最條件。
(3)效率注重短期成果，效能則強調長期的發展。
(4)效率只考慮到輸入與產出的關係，效能則衡量輸入–過程–產出的整體脈絡
（context），著重組織與生存環境的互動關係。
