下載了一個 Library 但是 看了很久不知道怎樣用它來處理關於語音的 encode 跟
decode 的問題
iLBC的簡介 她是skype的 codec 類似G.711 G.729 這類的 編碼/解碼 程式，
就是把語音資料(pcm)餵入，之後就是跑出經過壓縮或是不怕掉封包資料(具有回復功能)
的語音資料，以上大致是她的功能簡介
而我現在已經有iLBC這個 free的library 但是不會用 麻煩會使用相關 codec 的大大或
是網友指導一下(他裡面友說明 要怎樣輸入指令....只是我還是弄不出來 天阿 !!!!!!)

但我用 cygwin 去 try 跟 用VC 去 compiler 都沒反應
所以不知道 該怎樣做
其中有一個 項目看不懂

這要指定甚麼 麻煩有經驗的大大告知 指導摟!!! 感激!!!!!!
