Caborn call for harsh Mutu stance


Sport Minister Richard Caborn has urged the Football Association to ban
Chelsea's Adrian Mutu for two years for his failed drugs test.


Caborn says the FA has to punish the Blues striker in accordance with the World
Anti-Doping Agency (WADA) code.


Caborn told the Evening Standard: "I would expect the governing body of any
sport to do what they agreed when they signed up to the code.


"That's two years and a ban for life if repeated. That's non-negotiable."


Mutu has already started a counselling and rehabilitation programme after he
tested postive for a banned substance which he claims was taken to improve his
sexual performance.


And although Fifa's minimum ban for a first-time doping offence is six months,
Mutu's admission and willingness to seek counselling may mean a more lenient
sentence from the FA.


But Caborn said the FA has no option but to take a dim view of Mutu's
misdemeanour. He said: "I would have thought after the Rio Ferdinand case and
Lord Coe's review into the FA's drug testing procedures, the rules are in place
now.


"Everyone knows that, in terms of out-of-competition testing, what the results
are if found guilty. This case should result in a two-year ban.


"What I have tried to do is make sure governing bodies in sport are fit for
purpose, that's from disciplinary measures on the park to expressing their
authority on the drugs issue.


"We can't have one rule for one and one rule for another. Sport has agreed that
drugs are wrong. We have come to an agreement on the code and what's the point
if they then break it?"


Fifa has said it will monitor the situation closesly but that any decision
ultimately lies with the FA and UK Sport.
