英國Lancaster大學知名教授 Brian Wynne教授目前在台進行訪問,
自上星期五起在台大與清大發表專題演說與授課。
在過去三場的演講中,他針對[科技與社會](STS)這個新興學門的
發展做了精采的介紹,並以核能與基因改良作物與食品這兩個爭議
科技作為討論議題,進行有關常民知識民主化科技政策與特別是專
家與非專家對於科技風險的任之差異,有著精采的討論,也十分能
與台灣經驗接軌。

SESSION 4 Toxic Waste Management, Risk and STS issues

[NL]Toxic waste management and disposal has been a huge, ill-
defined and varied environmental issue with global dimensions
thanks to the tightening of regulations in rich countries like
the US and EU, which has meant illegal disposal of wastes form
rich countries in developing countries seeking hard-currency.
The Basle convention was supposed to stop this trade, but
international regulatory systems, including the EU's attempt
to control toxic waste trade, treatment and disposal within
the EU Single market, have been hampered and undermined by
the national inconsistencies of waste definitions, which allow
a toxic waste in transit to be 'lost', diverted and disposed
of in environmentally more damaging ways than the legal methods
which are also controversial in risk terms. The technical and
social dimensions of this issue will be explained for the EU,
and the ways in which trade exacerbates these problems of proper
control. Criticism has led to greater attempts to push regulatory
control more upstream, towards prevention or reduction of waste-
generation rather than back-end clean-up and disposal approaches.

SESSION 5 Risk Society, Uncertainty, and Democratising Science -
futures for STS [NL]This session will describe how science and
technology studies have become a bit detached from the political-
economic developments actually going on in and around science -
for example the much intensified global economic and commercial
culture of scientific research, and the influence of private rather
than public priorities for R&D choices. The Risk Society thesis of
Ulrich Beck is described and its relations with key issues in STS
explained. Recent concerns about widespread and growing public
rejection of science, and attempts to overcome this in Europe are
described and the implications both for STS as a field, and for
science and technology themselves, as global but also local
cultures, will be explored. Global developments will be especially
focused on and Asian dimensions explored with participants.
