The European Union (EU) will again discuss the issue of its arms embargo
against China in the later this year. China is now making political maneuver
to make a favorable impression on those EU countries to influence their
decisions in this issue.
On Monday October 11, the European Union failed to agree to lift an arms
embargo against China despite energetic French pressure, but ministers said a
stronger code of conduct on arms exports could lead to a removal of the ban.
Moreover, the Foreign Minister of the current rotating President of the
European Union (the Netherlands), pledged to speed up work on a general code
of conduct for arms sales by EU countries and urged China to send positive
signals, while stressing there was no formal linkage.
China is the aggressor in the current Taiwan Strait confrontation. As the
Taiwanese people who are facing the Chinese military threat on a daily basis,
we must solemnly appeal to the EU countries to carefully consider the grave
consequences that a lifting of the arms embargo would create:
The EU has implemented the arms embargo against China due to its severe
violation of human rights after the Beijing government committed the
Tiananmen massacre on June 4th, 1989. However, up to now the China’s human
rights record made little progress but only gotten worse—the persecution of
the Falun Gong movement, the repression of democracy and of free expression
in Hong Kong just to name a few. Those evidences demonstrate that the reasons
for imposing arms embargo against China are still valid.
Should the arms ban be lifted at the end of this year, there shall be three
consequences that must be taken very seriously. First, the EU would be
sending the message that it believes human rights in China have improved
regardless the Beijing government’s continuing refusal to acknowledge its
responsibility of the Tiananmen tragedy. Second, the EU is sending the
message that it accepts China’s hostility and aggression toward Taiwan.
Third, after lifting the arms embargo ban against China, the EU would be
selling weapons to a large authoritarian country that threatens a small
democratic one while maintaining an effective arms ban toward Taiwan, a
threatened country that pays great attention to human rights and democracy.
We believe the EU should assume its responsibility for peace and stability in
Asia with view to international politics and international ethics. The two
major principles for EU arms exports are that arms from the EU must not be
used to destroy regional peace and to suppress the domestic people. Both
principles are violated when China targets Taiwan with its missiles and
crushed the peaceful Tiananmen demonstrators through its tanks. We hereby
again appeal to the EU member states in the most solemn manner not to lift
the arms embargo policy against China.
Taiwan is as a newly democratic country, and she has played a vivid and vital
role related to the world economic system and geographic security protection.
Especially, seeing through the difficult time to construct our modern and
democracy country, Taiwanese people insist in the principles to contribute
the good and positive impact and help to other disadvantaged countries,
including China. For ten years, the Taiwan has been deeply involved in
supporting resource in its development efforts through a dynamic and diverse
cooperation and humanitarian assistance world-widely. Taiwan’s support for
the disadvantaged countries has led to an extensive development program
benefiting the underprivileged sectors of society.
Therefore, at the key moment, we would like to express our gratitude and
sincere expectation toward your government and your people. Thee, our dearest
European friends, people in Taiwan really need your strong and warm support.
Dire consequence will come to bear on the peace-loving people of Taiwan if
arms embargo against China has been lifted. Please let this eloquent appeal
of closer understanding and relative cooperation lead to a better
confirmation of the contribution and values of Taiwan in the world of
nations. Thank you very much.
