會這個樣子關鍵就在於聯合國憲章中在當年
所規定的五大常任理事國
到了今日
已經有兩個發生變化了...
一個是中華民國變成了中華人民共和國
另一則是蘇維埃社會主義共和國聯邦變成了俄羅斯聯邦
而憲章卻還是舊的版本 於是就產生了這樣的bug囉

Article 23
The Security Council shall consist of fifteen Members of the United Nations.
The Republic of China, France, the Union of Soviet Socialist Republics, the
United Kingdom of Great Britain and Northern Ireland, and the United States
of America shall be permanent members of the Security Council. The General
Assembly shall elect ten other Members of the United Nations to be non-
permanent members of the Security Council, due regard being specially paid,
in the first instance to the contribution of Members of the United Nations to
the maintenance of international peace and security and to the other purposes
of the Organization, and also to equitable geographical distribution.
The non-permanent members of the Security Council shall be elected for a term
of two years. In the first election of the non-permanent members after the
increase of the membership of the Security Council from eleven to fifteen,
two of the four additional members shall be chosen for a term of one year.
A retiring member shall not be eligible for immediate re-election.
Each member of the Security Council shall have one representative

有人辭職是因為我宣布我不獨立，不改國號，我任期剩3年多，我要為國家人民做
點事，台灣已經是主權獨立國家，改國號要國會四分之三的立委同意，這是不可能的事
。我不能自己騙自己，不能騙別人，我做不到就是做不到，要我的任期內改國號，我做
不到，我相信李前總統12年任期也做不到，現在如果換他再做總統，他也做不到。
