PFP forcing KMT to oppose arms bill

The People First Party (PFP) is threatening to rid the Kuomintang of its
"ill-gotten" assets to force its larger partner in the opposition alliance
to continue opposing a US$11 billion arms purchase from the United States.
Sun Ta-chien, PFP whip, told a press conference at the Legislative Yuan
yesterday his party, deadly opposed to what it calls a spendthrift weapons
procurement package, is restraining the Kuomintang from defecting in favor
of the purchase.
According to press reports, which were denied, the Kuomintang is planning
to get a special budget appropriation bill for the purchase on the
Legislative Yuan agenda for deliberation after the forthcoming elections of
23 mayors and magistrates across the nation.
Commenting on the possible Kuomintang concession to the ruling party, which
wants the bill adopted as soon as possible, the PFP lawmaker said, "We'll
have our bill to liquidate the Kuomintang included in the agenda, acted on
and adopted, the moment they (the Kuomintang) agree to the weapons deal."
If adopted, the Kuomintang would have to give up all the assets it amassed
not fully in accordance with law during its 50-year rule of Taiwan. They
may run up to NT$20 billion.
Sun's Kuomintang counterpart, Tseng Yung-chuan, categorically denied the
press reports, that in particular said the former ruling party has all but
decided to acquiesce to the purchase of eight diesel-power submarines and
12 P-3C anti-submarine helicopters.
The Kuomintang, which opposed President Chen Shui-bian's "defensive"
referendum on the purchase of Patriot ground-to-air missile batteries,
would go along with the PFP to cut it off from the package.
Held alongside the presidential election of 2004, the referendum was
rejected, because not more than half of the electorate took part. Chen
narrowly won reelection on March 20, thanks to sympathy votes cast
following a shooting incident on the day before in which he was slightly
injured.
Kuomintang lawmakers, however, did not deny they do not want to continue
opposing the tabling of the budget appropriation bill, which has been
turned down 30 times.
"It's impossible to keep on boycotting," said a heavyweight Kuomintang
lawmaker, who asked for anonymity.
The opposition has to let go "at some point in the future," the legislator
went on. "And the best time," he added, "is right after the local
elections."
Both opposition parties are still haggling over whom they will jointly
support to maximize their strength to win at least two thirds of 23 posts
at stake.
The elections have been scheduled for December.
"That's why we have to wait until the elections are over to let at least
part of the purchase deal go through," another Kuomintang legislator said.
In fact, he continued, the Kuomintang conducted a nationwide poll to find
out how the people view the arms purchase.
The results show the people believe the weapons and equipment "are
overpriced" and give only "partial support" for the procurement, the
Kuomintang lawmaker said.
No results of the poll were made public, because not too much response was
available to make it significant, he added.
"But," the lawmaker said, "we know how the people think."
