Q7 -- Design of Maintenance Vehicle ALLEGATIONS 台灣高鐵按歐洲的行控設計,是由行控中心指揮救援車輛到指定地點,如果列車剛好停擺 在軌道兩個感應器的中間,行控中心將無法精準透過感應器掌控列車故障停擺的位置,因 歐規設計救援車輛的時速高達五十公里,一旦撞上列車,後果嚴重。 至於新幹線是由搶修人員開車,可目視清楚看到列車停擺的位置,加上救援車速度只有卅 公里,設計上相對安全。 In THSRC’s design, the maintenance cars are equipped with ATP/SPAD equipment. If the train is stopped in the middle of 2 sensors, OCC cannot determine the exact incidence location. In the European design, the speed of the maintenance car is over 50km/hr and it would be serious if the car collides into the train. In Shinkansen’s design, the maintenance vehicle is driven by maintenance staff and the staff can check the stopped zone of the train by eyesight. Besides, the speed of the maintenance car is only 30km/hr. FACTS and CORRECTIONS 1. THSR maintenance vehicles have built in safety features. The vehicles are equipped with Automatic Train Control (ATC). The ATC device will keep the vehicle from speeding by issuing warnings and when the warnings are ignored can forcefully make the vehicle decelerate or bring the vehicle to a stop. 2. THSR signaling system will be available during the “off service hours" and will protect against maintenance vehicles movements in the wrong travel direction, prevent collision, and guarantee speed restriction enforcement even when the driver fails to comply. 3.
