美國國會議員在公投前夕趕寫給台灣人的“情書”

上星期石頭報告了美國國會議員對台灣公投的贊同。 現在再報一下最近的好消
息。這幾天﹐ 國會山莊頗忙的﹐ 其中有一項是由德意志眾議員及羅巴克眾議員發
起的給台灣人民的聯署信﹐ 要趕在320前簽完。簽名的很踴躍﹐ 再過幾天應該就
會傳到台灣來了。偶現在先偷報一下﹐ 給大家加加油﹗石頭這一選區的眾議員很
乾脆﹐二話不說一見便簽﹐ 還加了一句﹐ “絕不能讓中國亂想妄動﹗”偶們的參
議員甚至還另外親筆寫了份文件表示支持哩。
其實美國不論政客學者也罷﹐ 輿論專欄也罷﹐有識之士都對台灣的民主進展視為
奇芭另眼相看且讚賞有加。 雖然我們能舉出各種例子針貶民主政治的囉哩羅嗦與
缺乏效率﹐ 美式民主對自由自決的堅持﹐對人權不竭餘力的呵護﹐ 加上自由市場
導向﹐ 苦幹就能成功的經濟制度﹐ 要找出比它更吸引人的政治制度﹐還真不容
易。這不必我自吹自擂﹐ 只要看每年申請移民入境的人數就夠了。美國以全世界
民主政治的老大哥自居﹐當然當仁不讓﹐ 一有機會就愛“教”﹐更欣見美式民主
到處萌芽成長。在此重建伊拉克國家之時﹐ 台灣的民主﹐ 承傳美國精神﹐ 常被
引用來作美式民主成功的佐證﹐台灣被視為美國在東方足以為傲的民主小弟。更是
我們在此拿來反駮[西方民主不適合東方孔夫子式政治倫理傳統]等奸巧政客狡辯的
最佳利器。 看看這封美國國會寫的“情書”﹐還感覺不出美國對台灣期待之殷切
嗎﹖
我親愛的台灣弟兄姐妹﹐ 不要妄自菲薄﹐ 以為我們的地方太小﹐ 武力不夠﹐權
勢不足﹐政治制度太亂太鬧太吵太雜太丟人太不夠看。 誰說不夠看來著﹖ 我阿嬤
生前常說﹐人在做﹐ 天在看。228兩百萬人的大團結﹐全世界都看到了﹐也為我們
的勇氣大大的喝彩。連石頭住的被人譏為[鳥不生蛋]的小小中西部小鎮﹐ 都登有
台灣人手牽手的大照片﹗現在報紙上寫台灣﹐ 不再蕭規曹隨照老規矩的說台灣是
中國叛亂的一省了﹐ 反而寫的是國共內戰﹐ 台灣倒楣﹐ 搞得現在人民必須站起
來宣示自決的決心與覺醒﹗ 這可是完全靠你們自己才辦到的﹐ 不得了的大事
啊﹗﹗
台灣加油加油加油加油再加油啊﹗
以下便是在國會山莊要求聯署的文件﹐以及美國國會議員在公投前夕趕寫給台灣人
的“情書”。

請聯署以表彰我們對民主進程的信心
Dear Colleague:
On March 20, Taiwan will hold its first public referendum since 1987
when martial law was lifted from the island. Over the past two decades,
its people have consistently demonstrated their passion for human
rights, transparency, and the democratic process. Taiwan's 23 million
citizens have earned the right to decide for themselves the issues
affecting their well-being and security. They have earned the right to
exercise the principles of democracy.
親愛的同僚﹕
台灣在3月20日要舉行一場自1987年取消戒嚴令以來的第一次公投。在過去的20幾
年當中﹐ 它的人民持續不斷的表達出他們對人權﹐ 清明政府﹐ 以及民主程序的
熱愛。 台灣2千3百萬的公民已經贏得了決定自己安危的權利。他們早已贏得了行
使民主的權利。
As the world's leading democracy, the United States campaigns for free
elections and electoral reforms across the globe. We are sincere in our
efforts, and therefore, we must stand up for those examples that best
demonstrate American democratic ideals. As we have in the past,
the U.S. must support the right of the Taiwanese populace to speak its
mind through a peaceful voting process.
We urge you to co-sign the following open statement to the Taiwanese
people (by calling Danielle D. Camner at x-57931 or Paul Berkowitz at
x-61128).
身為全世民主的領頭﹐美國所號召的是普世的自由選舉與改革。我們竭誠認真努力
非常,因此更必須站起來支持這些最能代表美國民主真締的例子。 一如既往﹐ 美
國一定要擁護台灣人透過和平選舉方式來表達心聲的權利。 我們懇切的要求您聯
署以下給台灣人民的信。

To the people of Taiwan: 給台灣的人民﹕
The Preamble to the U.S. Constitution is clear and straightforward:
"We the people of the United States, in order to form a more perfect
union, establish justice, insure domestic tranquility, provide for the
common defense, promote the general welfare, and secure the blessings of
liberty to ourselves and our posterity, do ordain and establish this
Constitution for the United States of America."
美國憲法開宗明義起頭便道﹕“我們美國人﹐ 為了成立更完美的聯邦﹐確立公
義﹐ 保持國內平靜﹐ 提供共同防禦﹐ 提高公眾的健康財富與資源﹐ 並確保我們
自己與後代的自由﹐ 特此授權建立美利堅合眾國憲法。”
This assertion of self-determination is fundamental to our nation and
our national psyche. It is also fundamental to our desire to share the
ideals and benefits of democracy with our neighbors. As Members of
Congress, we are committed to both protecting this democratic tradition
and to ensuring that our nation follows a foreign policy that supports
democracies around the world.
這個對自決的堅持﹐ 是我們國家及國魂的根本。同時也是我們期待與鄰共享民主
理想及利益的基本要件。 身為美國國會成員﹐ 我們盡忠職守﹐ 不但要確保此一
民主傳統﹐ 更要保證我國執行外交政策以支持普世民主政權。
We believe that you, the people of Taiwan have consistently demonstrated
your passion for human rights, transparency, and the democratic
process. Your 23 million citizens have earned the right to decide for
yourselves the issues affecting your well-being and security. You have
earned the right to hold exclusive responsibility for determining the
future of Taiwan and to exercise democratic processes. This includes
holding referenda free from intimidation or threat of force from any
country including communist China.
我們相信你們﹐ 台灣的人民﹐ 會堅持不渝的明示你們對人權﹐ 清明政治﹐ 及民
主進程的熱愛。你們2千3百萬的公民 已經贏得了決定自己安危 的自主權。 你們
更早已贏得了行使台灣前途自決和民主政治的全權責任。 這包括了自由舉行公
投﹐無懼任何國家﹐ 包括共產中國的威嚇或武力脅迫。
