【何孟奎、李淑華╱台北報導】副總統呂秀蓮接受加州《聖荷西水星報》專訪時，不願回
答關於二○○八年是否尋求民進黨提名參選總統的問題，但她說：「越來越多人喜歡我，
因為我很率直、誠實而且堅持原則。」她在訪問中也坦承，二○○○年當選第一年，和陳
水扁總統相處不睦，「大家都知道第一年很糟，因為無法接受一位女性當副總統」。


該報二十八日刊登駐北京分社主任強森以「副總統為台灣辯護」為題的專訪。呂副總統在
訪問中質問布希總統為何不在白宮接見陳總統或她本人，「老實講，我們兩人都應受邀訪
問華府」、「如果阿拉法特、達賴喇嘛可以去，我們為什麼不行？我們也是自由鬥士」。


《聖荷西水星報》指出，呂秀蓮是北京的眼中釘，因為她堅定表示台灣和中國是兩個國家
，下一代也不可能統一；她認為中國二○○八年要辦奧運，不會派兵攻打台灣。她也呼籲
台灣立法院加速通過一項研議中的法案，懲罰向中國洩漏「敏感高科技」資訊的人。


對於呂副總統「越來越多人喜歡我」的說法，在野黨解讀不一。國民黨中央政策會執行長
曾永權猜測：「這可能代表她有意願角逐二○○八年的總統。」還略帶嘲諷地說：「應該
是她愈來愈有信心，當然替她高興。」親民黨立院黨團總召陳志彬說，副總統的職位屬「
備位元首」，談不上對國家社會有何多大貢獻。


民進黨立委王世堅則對呂副總統這句話，持保留態度，並認為可能是她深宮大院待久了，
才會與實際的民間聲音脫節。台聯黨團總召何敏豪則笑說：「我也覺得她愈來愈美麗了。
」還說，國家有這樣的副元首「很進步」，祝福她更上層樓。

〔記者蘇永耀、姚介修╱綜合報導〕對正副總統相處情形，副總統呂秀蓮接受美國媒體專
訪時坦承，在公元兩千年當選後的第一年，她與陳水扁總統的確相處不睦，隨後兩人逐漸
修好，特別是在去年競選連任時，兩個人一起度過十一個小時稍受輕傷的暗殺事件（三一
九槍擊）。

她還說：「大家都知道第一年很糟，因為民眾尚無法接受一位女性成為副總統。」

副總統呂秀蓮是在接受美國「聖荷西水星報」專訪時，表達上述意見。

問到是否角逐二○○八年總統大位，呂秀蓮並不願正面回答，但強調她的率直態度正獲得
選民歡迎；她說：「因為我率直、坦誠以及堅持原則的個性，使得愈來愈多人喜歡我。」

對呂秀蓮本人，「聖荷西水星報」在文中形容說，「她並不是一個象徵性的副總統」。擁
有美國伊利諾大學與哈佛大學兩個法學碩士的呂秀蓮，在一九八○年代初曾被監禁五年多
，是位人權擁護者；因此她的角色是制定人權政策，為台灣爭取更大的國際認同，及因與
中國言語交鋒而登上台灣報紙頭條。

副總統眼中「扁呂關係」逐漸轉好，也反映在她這次出訪行程。原先陳總統承諾的帛琉之
行，因不克前往，總統因此指派呂副總統代表他；經過三天兩夜的訪問後，副總統昨日返
抵國門表示，此行是她最短暫、最精簡，也是最飽滿的海洋之旅。

她還說，儘管帛琉人口不多，但人民幸福、知足常樂，相對於國人的忙忙碌碌，正好可以
到帛琉相互交流，「思考國家前途及人生方向」。

    副總統呂秀蓮日前接受美國加州《聖荷西水星報》專訪時指出，中國領導人為集中心
力辦奧運，在二○○八年之前不會派兵攻打台灣。在可預見的未來，看不出有任何機會或
理由，可使台灣變成中華人民共和國的一部分。

    呂副總統是於接受美國「奈特里德報業集團」訪問時做上述表示，部分內容另刊登於
密蘇里州《堪薩斯市星報》、佛羅里達州《邁阿密前鋒報》及俄亥俄州《艾克隆烽報》等
媒體。

對於美日台都憂心中國軍力日漸強盛的問題，她強調，儘管中國不斷擴張軍力，但在未來
幾年內中國仍不可能進犯台灣。

    呂秀蓮並質疑，美國總統布希為何不在白宮接受陳水扁總統或她。她認為，陳、呂都
應該受邀訪問華府，「如果阿拉法特、達賴喇嘛都可以去，我們為什麼不行？我們是自由
鬥士。」

    在專訪中，呂副總統呼應陳總統日前接受電視專訪的主張，認為立法院應加速通過科
技保護法，用以懲罰對中國洩漏「敏感高科技」資訊的人。

    呂副總統並強調，對岸試圖拐騙我們的商人，並偷走我們的成就。就某方面而言，他
們已經相當成功了，因為這麼多的台商到中國大陸投資，幫助他們快速地提升工業。「這
很麻煩。」

    她更具體提到，平均而言，每天有一百萬台灣人在大陸上，督導二千億美元的投資，
目前至少有五十萬台灣人在大陸有房子，應該予以重視。

VP: Taiwan is safe for now
Taiwan's outspoken vice president is convinced that China won't invade the
independently ruled island before the 2008 Olympic Games.

TAIPEI, Taiwan - The tart-tongued vice president of Taiwan, Annette Lu,
twinkled impishly and asked whether the communist government in China was
lobbing any new vitriol her way.

'Do they still call me `scum of the nation?' '' the 61-year-old Lu asked a
visitor.

She's a perpetual thorn in the side of Beijing, despised even more than
independence-minded President Chen Shui-bian for her adamant affirmation that
Taiwan and China are two countries that are unlikely to be united in the next
generation.

WHY NO INVITE?

In a wide-ranging interview with Knight Ridder, Lu asserted that China
wouldn't dare send its armed forces against the independently ruled island in
the run-up to the 2008 Olympic Games in Beijing. She voiced concern at the
huge flows of Taiwanese investment to build factories on the mainland and
questioned why President Bush doesn't receive either Taiwan's president or
herself at the White House.

''Frankly speaking, both of us deserve an invitation to visit Washington,
D.C.,'' the vice president said, noting that their visits to U.S. soil are
sharply restricted.

''If Mr. Arafat, if the Dalai Lama, can go, why can't [we]? We are freedom
fighters,'' Lu said, referring to the deceased head of the Palestine
Liberation Organization and the exiled religious leader of Tibet. ``Both of
us received many awards in terms of freedom or human rights or peace. We
certainly deserve an invitation.''

Lu said successive U.S. administrations had shunned Taiwan's elected leaders
at the White House because ``they are so afraid of China.''

She received a visitor last week in an ornate meeting room of the
presidential palace in Taipei, a full-length portrait of herself hanging
behind her seat.

A one-time political prisoner, Lu acknowledged that she didn't get along well
with Chen for at least the first year after they were elected in 2000. The
two have patched up since, especially since winning a reelection campaign
last year that saw both survive an eleventh-hour assassination attempt that
left them with light wounds.

''The first year was awful. Everybody knows that,'' Lu said. ``The idea was
not really to accept a female to become the vice president.''

Lu wasn't one to be a figurehead vice president, however. The holder of two
U.S. master's degrees in law, one from the University of Illinois and another
from Harvard University, she seized a role in shaping human-rights policy,
pushed for greater diplomatic recognition for Taiwan and leapt into local
headlines with verbal jabs at China.

FIVE YEARS IN JAIL

Lu, a former human-rights campaigner who was jailed for more than five years
in the early 1980s, said a military buildup on the mainland was unlikely to
lead to an invasion of Taiwan in the next few years.

''China's leaders are not willing to launch a war against Taiwan before 2008.
They are withholding themselves for the Olympic Games,'' she said.

In March, China's Parliament passed an anti-succession law enshrining
Beijing's right to use military force if it discerns any sign that Taiwan is
moving toward declaring its independence.

For its part, the Bush administration has exhorted China and Taiwan to
maintain the fragile status quo. Washington has pledged to provide the island
with defensive weapons.
