Baekje Kingdom was founded in 18 B.C. by Onjo, who was believed to be a son
of Jumong of Goguryeo, with its capital at Habuk Wirye Castle in the north of
the Hangang, but the capital was moved to the south of Hangang four years
later.
The name "Hanseong" as the capital of Baekje Kingdom was first recorded
during the reign of King Biryu. With its capital in Hanseong, Baekje enjoyed
its prime time during the reign of King Geunchogo in the mid-fourth century.
Seong-gye Lee, the King Taejo (founder) of Joseon Kingdom, toppled the Goryeo
Kingdom and opened a new state on July 17, 1392, after he succeeded in
withdrawing the expeditionary forces from Wihwa-do Island.
He decided to move to a new capital and cast off the vestiges of former
kingdom of Goryeo in an effort to seek political stability under renewed
spirit and win people's support. The front site of Bukhansan Mountain, then
known as Hanyang (currently Seoul), was Joseon for the new seat of the
government in accordance with the geomantic theory known as pungsujiri
(literally, the theory of wind and water).
Upon relocating the capital to Hanyang on November 29, 1394, King Taejo began
to construct the Royal Ancestral Shrines, Altars and Gyeongbokgung Palace.
He established Hanseong-bu as well for the public administration and order of
the new capital area, building 18 km of fortified city walls along the ridges
of Bugaksan (mountain), Inwangsan, Namsan and Naksan. In 1405, during the
reign of King Taejong (the 3rd King), districts along the main roads were
restructured. City planning along the main streets was completed 1405 during
the reign of King Taejong, and the construction of fortified walls and the
improvement of Cheonggyecheon (stream) were carried out in 1422 under the
rule of King Sejong (the 4th King).

: : http://www.seoul.go.kr/
: : 而Seong-gye Lee(李成桂)是設置Hanseong-bu(也就是你這邊中文的'漢城府')
: : Hanseong(也就是你中文所稱之'漢城')之名非始自Seong-gye Lee(李成桂)
: http://seoul600.visitseoul.net/seoul-history/sidaesa/txt/1-1-1-2.html
