Peter Deutsch (D-FL) -currently running for the United States Senate- states that he openly supports a referendum during the March 20 elections in Taiwan. But -according to the Congressman- not only he himself supports it. Deutsch says: "The vast majority of the United States Congress is very supportive of the actions of the Taiwanese Government in terms of putting a referendum on the ballot regarding the defense options that Taiwan has. The vast majority of the American people support the actions of the Taiwan Government as well." Deutsch continues: "Taiwan is an independent country. As an independent country, it has the right to determine its own future. The United States has supported that right continuously." 這一部份﹐自由時報有綜合報導﹕ [華府二十五日報導〕有意角逐佛羅里達州參 議員席次,現任佛州第二十選區的眾議員德意志今日發表聲明,公開表示他全力 支持台灣即將在三月舉行的公民投票與總統選舉。 眾議員德意志在聲明中表示:「不止是他一個人而已﹐ 絕大多數的美國國會議員 都非常支持台灣政府就提昇台灣防禦系統一事訴諸公投表決。而絕大多數的美國 民眾也支持台灣政府的做法。」 眾議員德意志繼續表示:「台灣是一個主權獨立國家,身為一個主權獨立的國家 ,他有權利決定自己的前途。」 Deutsch concludes: "Let me be absolutely clear that I urge every eligible person on the island of Taiwan to participate in the referendum [...]. The worst thing that people can do is to waste their vote. Do not waste your vote by not participating in the election." 眾議員德意志總結如下:「我現在索性打開天窗說亮話﹐ 我要懇切呼籲台灣島上 每一個有投票權的選民﹐ 都要參與這次的公投 。。。 最壞的現象就是人民浪費 他們的選票。 千萬不要棄權而不投票啊。」 (Stone按﹕ 這個總結 - 千萬不要棄權而不投票啊 - 才是德意志的要點﹐ 更是 他在暗示美國政府對台灣人私下的切切呼籲﹕這麼難能可貴得來不易﹐讓多少台 灣人為此拋頭顱撒熱血﹐好不容易才爭取來的民權﹐ 請大家千萬不要放棄啊﹗) FAPA President Ming-chi Wu, Ph.D. says: "Several Members of Congress have issued statements in support of a referendum in March, but Congressman Deutsch's statement is the clearest and most powerful one thus far. Rep. Deutsch's comments are very timely and encouraging. Wu continues: "Although the two questions in the March 20 referendum are very relevant, holding a referendum on the question of Taiwan's sovereignty should be the next logical step." FAPA總會會長吳明基教授說:「有不少議員早已發表言論表明他們支持三月 公投﹐ 不過眾議員德意志的言論可說是至今最明確有力的一個。」 吳明基教授又繼續說:「雖然320公投的兩個議題十分切題﹐以公投來討論台灣主 權應該就是合理的下一步奏了。」 ================================================================ 以下是眾議員德意志公開聲明的全文﹕ "Hi, I'm Congressman Peter Deutsch. I've been in the United States Congress for 12 years. I was a founding member of the Taiwanese-American Caucus. I want to take this opportunity to speak to the people who are in Taiwan, right now, before the election. The vast majority of the United States Congress is very supportive of the actions of the Taiwanese Government in terms of putting a referendum on the ballot regarding the defense options that Taiwan has. Vast majority of the American people support the actions of the Taiwan Government as well. Taiwan is a close friend of the United States over decades. In fact, there is no closer friend in Asia, in that part of the world, to the people of the United States and to the United States Congress than the people of Taiwan. We have shown our commitment continuously towards the treaties that secure both Countries. This action will in fact increase that security for both countries. 「我是德意志﹐已經擔任了12年的眾議員。我是美國國會台灣連線發起人之一。 在選舉之前﹐想趁此機會跟台灣人說﹐絕大多數的美國國會議員都非常支持台灣 政府就提昇台灣防禦系統一事訴諸公投表決。而絕大多數的美國民眾也支持台灣 政府的做法。台灣在過去數十年來一直是美國密切來往的朋友。 老實說在亞洲﹐ 美國人民及美國國會沒有比台灣人更密切的友人。對于防衛雙方安全的條約﹐ 我們的支持也從未中斷過。 這次的投票﹐實際上會更加強雙方的國家安全。 Well, I tell you. I appreciate the heroism, the ingenuity, the spirit of the people of Taiwan, but I do not get to vote in this election, in this upcoming election. I hope all Taiwanese citizens who are eligible vote in this election, I think it is very important that they exercise their right to vote. It is critical to show the world, literally, to show the entire world that this, the government of Taiwan, is in fact what it is - Which is a participatory, transparent democracy. And it is up to the people of Taiwan to determine what is in their best interest. Both referendum issues I think are very important, they will send a clear signal to the entire world that Taiwan is concerned about its independence and is willing to take further steps to ensure that independence working with the United States and other Countries. 「我老實告訴你﹐ 我本人很欣賞台灣人的勇氣機智與精神﹐可惜我沒有投票權﹐ 不能在這次的選舉投票。我希望所有有選舉權的台灣公民都去投票﹐ 我認為大 家都能行使投票權是件不得了的大事。讓全世界都能見識到台灣政府基本上就是 個個全民參政﹐透明的民主制度﹐有非常的必要。同時﹐也只有台灣人才能作對 他們自己最有利的決定。我覺得兩個公投議題都很重要﹐它們會很明確的告知全 世界﹐台灣重視自己的獨立自主﹐ 而為了維繫自己的獨立﹐也願意更進一步﹐ 與美國及其它國家合作。 I know there are some people who have been critical about the referendum, trying to say that it is a confrontational issue. Taiwan is an independent country. As an independent country, it has the right to determine its own future. The United States has supported that right continuously. There is obviously some ambiguity in terms of some segments of the State Department that have been a little apprehensive. But almost unanimously, the people of the United States, through their Congress, have spoken about the reality on the ground and on the island of Taiwan. I urge the Taiwanese people to exercise their rights, to exercise their rights as a democracy, to choose their own future. The United States stands 100% behind them in the actions of determining their own future. 「我知道早些時候有些人對這個公投有不少意見﹐還想把它詮釋成一個對抗的事 件。台灣是個獨立國家﹐ 身為獨立國家﹐ 就有權決定自己的前途。 美國一直不 斷支持這種權利。雖然美國國務院內一些部門﹐ 顯然有點隱諱﹐ 對此說略顯遲 疑。然而美國人民早已透過他們的的國會﹐幾乎一致的表達他們對台灣島及實際 現狀的支持。 我要在此呼籲台灣人民去行使他們的權利﹐去行使他們民主政制所 賦予的權利﹐去選擇他們自己的未來。 人民自決﹐美國絕對會百分之百的站在他 們後面支持。 Song-Yi Lee: The DPP asked the people to come out to vote in the referendum, the KMT ask the people not to, I find this very peculiar. 李先生說﹕「民進黨請大家出來公投﹐ 而國民黨卻叫大家不要來﹐ 我覺得這種 現象很奇怪。」 Well I think as in all elections, sometimes rumors, innuendos, and scar e tactics are used by political parties. And that is part of democracy. I think people have to see through it, and cut through it and understa nd what the truth is. There is an expression in American politics, prob ably the same in Taiwanese politics that, "What's the real deal?" The r eal deal is that the people of Taiwan have the ability to choose their future. Taiwan has been a functioning, competitive, transparent democra cy. And as a part of that, as its own country, it has the right of over 130 countries on the planet Earth today, It has the right and obligati on to defend itself, to secure itself. And obviously, in a very complex world, that is not easy. But Taiwan and the people of Taiwan, by the a ction of the referendum are solidifying that opportunity to choose thei r own future. 眾議員德意志又說﹕「其實我想﹐有時候政黨會利用謠言影射或恐嚇策略來影響 選局。這沒什麼大不了﹐ 不過是民主政治的一環。 我覺得民眾必須保持理性以 看清事實。 我們美國政治上有句話﹐台灣可能也有﹐ 就是問道﹐’這場交易的 本質到底是啥﹖’這場交易的本質就在於台灣人民有自決的能力。 台灣已經是 個具功能﹐ 有競爭性﹐ 且又澄明的民主制度。 身為一個國家﹐跟全球 一百三十幾個國家一樣﹐它有權利也有義務保衛自己的安全。 當然﹐ 在一個很 複雜的世界﹐ 要辦到這點並不容易。 不過台灣及其人民﹐ 可由公投來鞏固自決的機會。 I would tell you that the Taiwanese people have been a thoughtful, resourceful, and courageous people for literally hundreds of years at this point in time. And the election is just one more step in that continuous, glorious history. I am proud to be part of, in a very small way, that history as member of the United States Congress who has been supportive of the freedom of the people of Taiwan to choose their own destiny; whether it is independence, whether it is some type of confederation. But ultimately, the people of Taiwan that is their right to choose. And In fact, the United States government will do everything physically possible to make sure that choice is exercised. 「我會說台灣人幾百年來﹐一向就是精思遠慮﹐機智十足﹐ 而又勇氣可加嘉。 這次的選舉不過是在這一段長榮遠史上再進一步而已。無論自決的結果如何﹐或 是獨立﹐還是邦聯都好。我因緣寄會﹐身為美國國會一名曾參與過支持台灣人民 自由行使自決行動的成員﹐縱然我的參與是如此的微不足道﹐我仍深感榮幸。不 最重要的還是在於台灣人民有選擇的權利。 而事實上﹐ 只要能力所及﹐ 美國 政府會竭盡所能﹐ 來確保[台灣人]行使選擇權。 Let me be absolutely clear that I urge every eligible person on the island of Taiwan to participate in the referendum and the election of the new leader, or the continuation of the leader on the island of Taiwan. It is your choice. You have had a glorious history in terms of transparent, participatory democracy. The worst thing that people can do is to waste their vote. Do not waste your vote by not participating in the election. The entire world is watching you. You have that right, use it! 「我現在要斬釘截鐵的打開天窗說亮話。拜託台灣島上每一個有投票權的人都要 去參加公投﹐同時也要投票決定台灣島上到底是要有個新領袖還是要持續現任的 領袖。這全都是你們自己的決定。別忘了你們的透明化﹐全民參與式的民主制度 早已成就了一段光榮歷史﹐ 現在最壞的事無過于棄權浪費選票了。千萬不要棄權 不選。 全世界都睜大了眼在看哪。 你既然有了權利﹐ 就該好好的用﹗ =========================================== 以上是眾議員德意志聲明全文。 以下是另一國會議員, 威州(Wisconsin)共和黨議員 Mark Green寫給Stone信中的 一段話。去年12月﹐ 布希總統為了安撫來訪的中國總理﹐ 對陳水扁總統提議的 公投說了些未經仔細思考過的不當批評。 Stone又寫信又去見眾議員抗議﹐當面 要求他把總統”管教一下“。這是會後眾議員的回信﹐ 如下﹕ “The good relationship between the United States and Taiwan is clearly a thorn in China's side. In recent years, the U.S. has taken steps to create a firm alliance with the island, which China has wrongly classified as a "renegade province." China has vehemently protested this friendship and clearly poses a considerable threat to Taiwan's sovereignty. 顯然美國和台灣的良好關係﹐對中國而言有如芒刺在身。 最近這幾年﹐ 美國又 與這個被中國妄稱為“叛亂省分”的島嶼建立了更堅固的同盟。 中國對這友誼一 直在強烈抗議﹐ 也明顯的對台灣主權作了不小的威脅。 As you know, recently Taiwanese President Chen Shui-bian has expressed support for Taiwan's first islandwide referendum to be a vote demanding that China stop threatening the island and remove hundreds of missiles aimed at it. This referendum, while a symbolic vote, is a bold step in the right direction for a sovereign and democratic Taiwan. 你當然知道﹐ 台灣總統陳水扁最近對台灣有史以來第一次要舉行的公投表示支 持﹐ 要求中國放棄威脅台灣﹐ 並移走數以百計瞄準台灣的飛彈。 雖然這是個象 徵性的公投﹐ 卻也是走向台灣主權與民主正確方向上勇敢的一步。 While I recognize our president's concern that any referendum that changes the status quo will increase the tensions with China. I strongly support Taiwan as a sovereign nation and, as such, its right to hold referenda when it feels necessary. 雖然我明瞭我們的總統擔憂任何改變現狀的公投﹐都會增加與中國的張力。 我仍 然強力支持﹐台灣是個主權獨立的國家﹐因此有權舉辦任何它覺得必要的公投。 I believe we need to work with the Chinese to develop friendlier relations, but not at the cost of leaving Taiwan vulnerable to its hostile, communist-controlled neighbor.
