As Edward Luttwak remarks in his Coup d'e'tat: A practical handbook:
"A coup consists of the infiltration of a small but critical segment of
the state apparatus, which is then used to displace the government from
its control of the remainder." In this sense, use of military or other
organized force is not the defining feature of a coup d'e'tat. Any seizure
of the state apparatus by extra-legal tactics may be considered a coup,
according to Luttwak.
按以上定義, 不論是聚眾生事,或是影響軍隊要員的忠誠, 或是兩者手段皆用,
藉此兩者否定依法舉行民主選舉的結果,令總統當選者不能就職或得到實權
就是政變。 政變, 無需要軍隊的界入: 軍隊要官的態度冷漠, 任由民主制度
被法外毀壞, 也是政變。
政變不一定是不合理, 也不一定無民眾基礎, 但只要是抗法的, 就算是政變.
