Panama ex-president to sue Taiwan lawmakers over alleged bribes

PANAMA CITY (AFP) - Panama's former president Mireya Moscoso said
she would file a libel suit against a group of Taiwanese lawmakers
who accused her of receiving a one-million-dollar "gift" from Taiwan
President Chen Shui-bian.

"I am going to put a halt to this campaign of calumnies," said Moscoso.

"This could be the first of a series of lawsuits to be filed against
those who seek to stain my reputation, here in Panama or abroad,"
she added.

Moscoso left office September 1 after losing an election to Martin
Torrijos in May.

Earlier Thursday in Taipei, Chen filed a libel suit against the
legislators, demanding a public apology instead of compensation
from lawmakers Liu Wen-hsiung and Tsai Chung-han of the opposition
People First Party and Jaw Shau-kong, who owns a radio station,
Chen's lawyer Wellington Koo said.

"The president's reputation is priceless and we think it's more
important to restore his reputation than seeking compensation,"
Koo added.

Panama is among only 26 countries - many in Latin America - that
recognize Taipei instead of Beijing as the legal government of
all China.

Koo said he suspecting rival China was behind a recent wave of
donation allegations involving the island's diplomatic allies
in Latin America.

"The million-dollar (gift) rumor is false and it came from a
website on the mainland. This is not the first day that China
hurt our head-of-state," Koo said.

Earlier this week Jaw attacked the "birthday gift" after quoting
a report from a Chinese website. The two legislators Wednesday
made the same allegation citing Jaw as their source.

In response to the lawsuit, Liu said Thursday he was willing to
 "re-examine" his remarks but offered no apology.

He stressed legislators were protected by law for remarks made
inside parliament.

Jaw defended himself by blaming Taiwan's foreign ministry for
failing to clarify the "birthday gift" rumor that had been
circulated over the Internet since September.

In Panama, Prosecutor General Jose Antonio Sosa announced an
investigation into whether there was any mishandling of a 45
million dollar Taiwanese donation to a private foundation created
by the Moscoso government.

The foundation, headed by then-health minister Fernando Gracia,
was in charge of building a hospital in Panama City, and the
remodeling of a state hospital and a maternity center.

巴拿馬前總統將對台灣立法委員的收賄指控提出告訴

巴拿馬市(法新社) - 巴拿馬前任總統 Mireya Moscoso 表示:她將對一群指控她收受台灣總統陳水扁所給予 100 萬「禮金」的台灣立法委員提出毀謗罪的告訴.
　
　　「我準備終結這個惡意中傷的舉措.」Moscoso 如此表示.

　　「這將會是針對意圖玷汙我個人名譽的人,所提出一系列訴訟的開始,不管是在巴拿馬本地還是在外國.」她補充道.

Moscoso 在 5 月的選舉中敗給 Martin Torrijos 之後,於 9 月 1 日卸職.

星期四稍早在台北,陳總統對立法委員提出毀謗告訴,要求反對黨親民黨立法委員劉文雄與蔡中涵,以及坐擁某電台的趙少康,公開道歉以代替賠償,陳總統的律師顧立雄表示.

「總統的名譽是無價的,所以我們覺得回復他的名譽比尋求賠償更重要」顧律師補充道.

巴拿馬也是認可台北(而非北京)為全中國合法政府的,僅有的 26 個國家 - 大部分在拉丁美洲 - 之一.(註:由此可知外國仍認為我國主張為全中國合法政府的誤解)

顧律師表示:他懷疑敵對的中國在背後操作,最近我國(這個島嶼)在拉丁美洲邦交國間的對外援助求取風波.

「100 萬(禮金)的謠傳是錯誤的,而且(消息)來自大陸(中國)的一個網站.這也不是中國第一次中傷我們的元首.」顧律師如此表示.

本週稍早趙少康引述中國某網站的一篇報導,抨擊所謂的「生日獻禮」(政治獻金?!).兩位立法委員在星期三引用趙先生的言論作為來源,做出相同的推斷.

作為對訴訟的回應,劉文雄星期四表示:他願意「反省」自己的言論,但拒不道歉.

他強調:立法委員在國會裡的言論受到法律保護.(註:這就表示可以亂講話了喔~~~?!)

趙少康則以指責台灣外交部疏於澄清從 9 月開始就流傳於網路上的「生日獻禮」(?!)謠傳,為自己辯護.(註:自己見獵心喜,故意不查證還敢說...外國媒體好像漏掉了這一點?!)

巴拿馬方面,總檢察長 Jose Antonio Sosa 宣佈:將對是否有任何不法處理台灣所援助的 4500 萬,至 Moscoso 政府所創立的一個私人基金會之情事進行調查.

以(Moscoso 政府執政)當時衛生部長 Fernando Gracia 為首的這個基金會,被控承包新建巴拿馬市的一間醫院,以及某國家級醫院和婦產科中心的改建.(註:這段有點不太清楚--是指公款私用以營利...還是?!)
