Revenue sharing和 Competitive balance tax的變革對蛇軍的影響不大，況且對於一個
進入重建模式的球隊來說，“luxury tax”好遙遠啊~~~~

所以就先從選秀和 Rule 5 談起。新CBA的修訂，對於因為怕新人簽不下來而跳過不選的
情況應該有小小的刺激。新規決定，若第一、第二輪的選秀在當年無法簽下的話，來年
可以以同樣的選秀順位再選一個來補償。若無法簽下第三輪選秀，來年以夾在第三、四
輪中間的選秀來補償。

這樣的修正，多多少少會讓球團願意去嘗試碰原本不敢碰的人。

另外兩個修正分是，除非球團選秀選的是大四生，不然要在同年的 8/15前把合約搞定。
還有，球團可以有多一年的時間，才把農場裡的 prospects放進 40人名單中保護。若把
這三項修正結合在一起，我覺得對於有志經營農場的球團是一大利多。

尤其是多一年才把 prospects列入 40 man roster內保護這一條，讓農場擠滿人的蛇軍可
以再仔細評估新人，不要再發生 Uggla事件，而這可以說是很棒的消息。

: Free agency
: ‧ Dec. 7, Dec. 19, Jan. 8 and May 1 deadlines are eliminated.
: ‧ Date to tender contracts moved to Dec. 12 from Dec. 20.

原本在 12/7  為球團對名列自由球員的自家選手，提出願意給予薪資仲裁的最後一天。
       12/19 為球員決定是否接受球團所提出的薪資仲裁的截止日。
        1/8  若球員拒絕球團的仲裁提議，勞資雙方仍可繼續協議，但 1/8是最後一天
             。若最終仍沒結果，勞資雙方將失去彼此談合約的資格。
        5/1  失去談約資格的勞資雙方可重新談合約的日子。

上列這幾個時間點都被移除了，主要是對拒絕仲裁後的談約時間限制做一個修正。
球團對球員提出薪資仲裁的最後日調整到 12/1，球員決定接受與否的截止時間變成
 12/7。由於勞資雙方談約的限制時間點被除去，勞資雙方將可不受時限的一直談下
去，直到球員簽約為止。當然，球員不一定會與母隊簽約。

這樣調整的結果，站在球員的角度看，若沒有了“時間一過，就喪失談約資格”的限制
，同時競標的球隊，一定會比原來法定的情況下多。相信球員可以爭取到比較好的合約
。若以球團的角度來看，限制取消，球團在不用怕失去談約資格的情況下，只要牢牢吸
引住球員，要多少錢就可以慢慢再說。

我個人覺得這項條款取消，對於談約優勢有加劇的效果。球員若大家搶著要，他可操作
的談約摃捍更大，甚至不用擔心回不到原本的球隊。若球團抓住球員是屬於替代性高的
身份，更可以慢慢來磨出便宜約。

: Free agent compensation
: ‧ Type C free agent classification is eliminated.
: ‧ Teams that lose a Type B free agent will now earn a sandwich pick instead
:    of taking selection from club that signed player.
: ‧ The pool of Type A players shrinks from top 30 percent of each position to
:    top 20 percent, while the Type B player pool will be reduced from the top
:    31-50 percent of players to 21-40 percent.

雖然 Byrnes說從自由市場找人的代價不划算，可是難保哪一天我們還是得去找個人來打
工。現在，付出的代價比較小了，而這是從選秀補償的角度來看。

新規取消了 Type C 的自由球員分等。Type A 的分等改為 top 20%；Type B 為 top 21
~ top 40%。

損失 Type B 自由球員的球隊只能得到介於第三、第四輪中間的選秀權，而簽下自由球員
的球隊不會損失什麼。

這項修正讓有錢的球隊佔了點便宜。

: Drug policy
: ‧ Drug-testing rules will stay unchanged.
: ‧ Both sides agreed to further discuss HGH testing in the future.
:    Minimum salary
: ‧ Major League minimum salary will increase to $380,000 in 2007, $390,000 in
:    2008, $400,000 in 2009 and to a cost-of-living increase in 2011.
: ‧ Minor League minimum salary will increse to $60,000 in 2007, $62,500 in
:    2008 and $65,000 in 2009.

最低薪水的調整，蛇軍全隊大約要多花 $0.75M ~ $1M 美金。

: Other highlights
: ‧ Players traded in the middle of a multi-year contract no longer have the
:    right to demand a trade. Players who currently hold that right from the
:    last CBA are grandfathered in and can still demand a trade.

簽下複數年合約的選手若被轉隊，不再享有要求被交易的權利了，這對喜歡對球員擁有較
長掌控權的 Byrnes來說，這項修正很棒。
