After the download and install of QEI
you can enable QEI in Windows as such:
1. Click on "Start Eclipse with MinGW"
2. Choose Help->Software Updates->Manage Configuration
3. Unfold Eclipse platform->c:\Eclipse->QEI 1.0.0
4. Enable the Qt Eclipse integration
