So we see the law saves the disadvantage the prior position.
But according to my observation, most of lottery agencies are not
the disadvantage. Especially those agencies with computers.
It's not surprising if there are businessmen who rent the "permit"
of selling lottery from the disadvantage. Is the market price of the
rent enough to offset the side effect in poverty gap? I think it's
still left a question mark.
And as previously I said, it's not clear whether the pension system
and the NHI will favour the poor. Just consider of an extreme case
that all of the lottery profit will be used to cover the deficit of
the NHI which is suffering from the so-called drug-price black hole.
Can we say the lottery fund will benefit the poor? It is more
possible that the final winners are hospitals and pharmaceutical
companies. I think the similar situations are unavoidable because of
the complexity of the politic-economic environment.
Law is only the law, not the reality, it's what I think.
