So we can assume that the probabilities of winning (losing) lotteries within
members of the society are equal, that is, the poors and the riches play the
game fairly. Is that what you mean? I think inequity of wealth distribution in
the lottery matter is not resulted from the difference of probabilities to be
a winner between the poor and the rich. There exists another reason.
"Fair game" doesn't mean that the poors and the riches have the same
probability to be a winner. It means the expected benefit of gambling is zero.
Lottery is not a fair gamble because of the negative expected benefit since
some money have to be paid for services of the lottery company and agencies.
If the poors tend to purchase lotteries than do the riches, on average they
will lose more. This is a possible outcome of lottery leading to deterioration
of the inequity of wealth distribution.
If the price of lottery is not affordable for the poors, it will be another
story.
