Before more discussion, maybe the information from
the lottery website as followed will be helpful:
http://www.roclotto.com.tw/
Please note the columns of "彩券與公益" and "法源依據".
And some passages like:
"依據公益彩券發行條例明文規定彩券經銷商以身心障礙者、
低收入單親家庭、原住民者為優先,另發行機構應將各種公益
彩券發行之盈餘專供政府補助國民年金、全民健康保險準備、
社會福利及慈善等公益活動之用"
and
"彩券盈餘=總銷售額-獎金支出-銷管費用"
As to the reality you mentioned, in my opinion most things
in the world are not "necessary" or do not necessarily exist.
And it's analogous to this issue.
Of course the information of real allocation of the profit
requires more real understanding to grip, however, sometimes we
could get some messages from the purpose of this lottery, the
related information revealed, the operation of the politics or law
or from some rough outcome of this affair.
Just like the issue that maybe we could never get to know
whether the judges of NBA is fair because we are never able
to know their real preferences. However, most of the time
could we trust them or could we recognize their fair judgement?
I think we could.
※ 引述《Brahman (小狐汔濟)》之銘言:
: I only agree that the lottery in Taiwan is in the name of social welfare.
: But what is the reality actually?
: I have no information of the major purchasing class. Are they the middle
: class or the poor? How much fund will be transferred to social welfare use
: and who will be benifited finnally? I have no idea about that. If more
: details are avaliable, it would be more reliable to analyse the issue.
