Chin-hui Tsao was signed as an amateur out of Taiwan after the 1999 season. But

communication problems in the minors -- baseball has had few dealings with

players whose native language is Mandarin Chinese -- foreshadowed a difficult

transition. For example, a misunderstanding over his offseason program led to a

2001 elbow injury and Tommy John surgery.

Yet, he was so dominant at Double-A Tulsa last season that the Rockies skipped

him over Triple-A. Tsao went 3-3 with a 6.20 ERA with Colorado, but often shook

off veteran catchers. This spring, Apodaca especially wondered if Tsao truly

understood instructions and felt he was shy about asking questions.

Tsao battled shoulder and finger blister problems in the minors this season,

but may join the Rockies to finish the '04 campaign.
