Chin-Hui Tsao, RHP
Tsao is now two years removed from Tommy John surgery, and he pitched like it for most of the year. Pitching for Double-A Tulsa, he led the Texas League with his 2.46 ERA before getting called up in late July. His first big league experience was uneven, with a couple of good starts surrounded by several not-so-good ones. He did finish the season with a good start at home against the Padres then followed up with an inning of scoreless relief to end on a good note. He should be in the Rockies rotation in
2004.
