I see you know by in large "hustle and bustle" is used as a noun phrase when
used in combination: individually both hustle and bustle have verbal uses. I
would say you break no rules of grammar using them as a verb. You only go
contrary to some individuals' expectation of their use as a noun phrase. Some
would find such a use okay others may not. It depends on the situation and
the people involved. For me it's okay even playful.

"to hustle" is the same as the verb "to rush"
"to bustle" is the same as the verb "to crowd"
Thus, to hustle and bustle is to "rush and crowd together".
It is perfectly alright to use this as a verb.
