In my country, once a doctor in the emergency room of a municipal hospital
rejected a heavily-wound child because he did not want to account for the
result of the surgical operation. He excused the rejection by saying that
there were no beds in the hospital then, but he did not check it in fact.
Finally, the child was sent to a hospital 150 km away because other neighboring
hospitals also said they had no beds.
Finally, the child died several days later because the operation was too late
and had little effect. When this scandal surfaced, the society got fury.
All the relative doctors were castigated and people demanded a reinspection
of the entire medical system. Now doctors become more responsible and people
get better quality of medical service. Apparently, no speakers or reformers
could achieve a reform in such efficiency.

: 而且你又不能確定醫生完完全全是錯的，
: 所以我覺得不太可能成立，你這樣寫容易離題與無法掌握重點。
: 像是醫生收紅包之類的事就可以是 scandal，
: 相關的社會問題也很好寫。
