I disagree with your later point.
Communication is obstructed when you cannot pronounce the word
properly.
"Fun," "fan" and "fine" are completely different.
Of course, George Dubya Bush's "War on 'Terra' " is a special case.

the head of my country is Queen Elizabeth II,
not George Dubya Bush.
About 23% of the people in my country would sound French to the
Americans when they speak English.
