請教大家以下問題:

You have to hand in your application by July 15.
You have to hand in your application before July 15.
by 與before這裡的用法及意思有一樣嗎? (這兩個字有包括15號當天嗎?)
2. By the time it rained, we had already moved inside.
這裡的by 可以用before 代替嗎?
