標題[字辨] near vs. by

The Executive Mistake to Avoid:
“Near”
“Our new office will be located near the beach.
Our front window will have a beautiful view of the beach and sand. “
Why would the office have a view of the beach if it is near the beach?
Seems like the office will be located BY the beach, not near it.
Normally something that is "near" it is not visible, and still has a distance
to it.
Something that is "by" another thing is very close to it.
something is by another thing -> 就是非常靠近, 視線所及的距離
