當"申請"使用時, 是
apply for + sth : 申請得到...
例如 apply for a job ,post ,visa(申請工作.職位.簽證)
例如 He will apply for the admission from that university.
apply to + sb : 向...申請
這句 He will apply to college next year.
我想那是把學校當對象, 而不是物品

根據長人當代英文字典（Longman dictionary of contemporary English)

apply 當申請用時，不及物，用法如deirdree兄所述
apply for: He applied for a job.
apply to: He applied to four colleges.

適用，apply to ，不及物
Do the same rule apply to part-time workers?

應用，apply，及物，或 apply something to something
He applies the new theory to his research.
其他lilicoco的如apply oneself to, apply the brakes, apply the cream
apply a word,等用法，翻成中文各有不同的動詞可表達，大致上都是’用’
的意思
