[文法] To+V 或V+ed或Ving

to+v v+ed v+ing這三個動詞放在句字前的開頭要怎麼用？
我只知道這三種用法放在句前前視為主詞，但不知道哪有什麼分別
又該在何時使用？
ex.Prepared by the united states government's Bureau of Labor Statistic,
   --------
the Comsumer Price Index compares current costs of goods and services with
past costs.

這裡用prepared是因為被動語態嗎？
