想問課本上看到的一句話
不過我還是摘錄多一點文章讓各位大概了解上下文
以下原文摘錄自我某課堂上的課本:

of revenue from the government budget; increasingly, income
collected by the government is not listed in the offical budget.
At their peak in the mid-1990s,such off-budget(預算之外的) earnings exceeded
budgeted tax revenue by two to one.
我想請問exceed...by的那句話是說 off-budget earnings跟budgeted tax revenue的比
是2:1嗎? 還是是解釋為其他的意思呢?
