[文法] 初次提問~請多指教^^"

以下這些問題是朋友做全民英檢考題所遇到的問題
當中這二題我還是不是很確定
所以想請教一下版內的高手們~

就再麻煩大家了^^

1. The city government ____ to build a new sports stadium in preparation
   for the coming Olympics.
   Ans: is planning
   --why cannot use "is going to plan?"

2. So far this year four typhoons - two of them very strong - ____ southern
   Taiwan.
   Ans: were striking
   --why cannot use "have been struck?" and what's differences between
   "have struck" and "have been struck?"
