我懂你的意思，我是指巴基斯坦在取得武裝直昇機前的step，
是修築邊防，也就是說：

Pakistan is reported beefing up its defenses along 1920 kilometer
border one step ahead of pursuing gunship as Afghan Muslim rebels
flee toward the frontier.

不知道這樣你懂我的意思嗎，修邊防跟取得直昇機是巴基斯坦
的第一跟第二步驟，目前在做第一步驟。

這是我的猜測，不過我想想覺得你的說法也蠻合理的，你是指
soviet的直昇機在追叛軍，而叛軍先一步躲起來了對吧。總而
言之，我想第一位朋友那樣翻好像不太對。
