[Ask ] Is it big deal to study ESL abroad?

My elder sister wanna learn english.
She's looikng for a teacher in the net.
Finally, she found a male teacher
He said he was graduated from a national university in Taichung.
My sister asked him about his pronunciation.
Take a guess!


"I study ESL abroad, OK?"said he.

---> I think this sentence means "dont ask me that stupid question!"

My sister aske him again about the fee for an hour.

He said: $1200 per hour, but for you, just only $600 per hour.

I really dont understand what he thinks.

Can I say WHAT A SHAME...??
