原文第一行到第二行提到企業合作正在復興
也就是說企業合作曾經盛行過，但後來衰微了
用數字來說企業合作曾到達10，但後來跌到1
現在又復興了，達到可能4或5的程度
因此選C答案，企業合作過去曾經比現在普及，也曾經比現在"不"普及
而其他選項則無法從文中肯定
