ISSUE
59"Government should place few, if any, restrictions on scientific research
and development"
ARGUMENT
207.
'The following appeared in a brochure promoting the purchase of local
franchises for a national chain of gyms. "Now is the time to invest in a
Power-Lift Gym franchise so that you can profit from opening one of our gyms
in your town. Consider the current trends: Power-Lift Gyms are already
popular among customers in 500 locations, and national surveys indicate
increasing concern with weight loss and physical fitness. Furthermore, last
year's sales of books and magazines on personal health totaled more than $50
million, and purchases of home exercise equipment almost doubled. Investing
now in a Power-Lift Gym franchise will guarantee a quick profit."

issue:
The study of academic discipline alters the way we perceive the world. After
studying the discipline, we see the world as before, but with different eyes.
Argument:
The following appeared in an article in a magazine for writers.
A recent study showed that in describing a typical day's conversation,
people make an average of 23 references to watching television and only 1
reference to reading fiction. This result suggests that, compared with the
television industry, the publishing and bookselling industries are likely
to decline in profitablity. Therefore, people who wish to have careers as
writers should acquire training and experiences in writing for television
rather than for print media.

180.As long as people in a society are hungry or out of work or ;ack the
basic skills needed to survive, the use of public resources to support
the arts is inappropriate--and, perhaps, even cruel-- when one considers
all the potential use of such money.
199. The progress is best made through disccution among people who have
contrsting points of view.
arguement
144. The following is a letter to the head of tourism bureau on the island of
Tria. "Erosin of beach sand along the shores of Tria Island is a serious
threat to our island and our tourist industry. In order to stop the
erosion, we should charge people for using the beaches. Although this
solution may annoy a few tourists in the short term,it will reduce
the number of people using the beaches and will raise money for
replenishing the sand. Replenishing the sand, as was done to protect
buildings on the nearby island of Batia, will help protect buildings
along our shores, thereby reducing these buildings' risk of addition
damage from severe storms. And since the areas along the shore will
be more attractive as a result, the beaches will be preserved and the
area's tourist industry will improve over the long term."

128"Only through mistakes can there be discovery or progress."
198"The way people look, dress, and act reveals their attitudes and
interests. You can tell much about a society's ideas and values by observing
the appearance and behavior of its people."
argument
10.
'The following appeared in a letter to the editor of the Balmer Island
Gazette. "The population of Balmer Island increases to 100,000 duing the
summer months. To reduce the number of accidents involving mopeds and
pedestrians, the town council of Balmer Island should limit the number of
mopeds rented by each of the island's six moped and bicycle rental companies
from 50 per day to 30 per day during the summer season. By limiting the
number of rentals, the town council is sure to attain the 50 percent
reduction in moped accidents that was achieved last year in the neighboring
island of Torseau, when Torseau's town council enforced similar limits on
moped rentals."

Issue
1."The study of history has value only to the extent that it is relevant
to our daily lives."
2."Scholars and researchers should not be concerned with whether their work
makes a contribution to the larger society. It is more important that they
pursue their individual interests, however unusual or idiosyncratic those
interests may seem."
Argument
The following appeared in a letter from a department chairperson to the
president of Pierce University. "Some studies conducted by Bronston College,
which is also located in a small town, reveal that both male and female
professors are happier living in small towns when their spouses are also
employed in the same geographic area. Therefore, in the interest of attracting
the most gifted teachers and researchers to our faculty and improving the
morale of our entire staff, we at Pierce University should
offer employment to the spouse of each new faculty member we hire. Although
we cannot expect all offers to be accepted or to be viewed as an ideal job
offer, the money invested in this effort will clearly be well spent because,
if their spouses have a chance of employment, new professors will be more
likely to accept our offers."
