* Country cannot get military aid until the industry power
in more then 250 million or 100 billion total power.
被軍援的對象產業要超過250M 或是總力100B
* Country that with industry power less then 250 million or
the total power less then 100 billion and this country
will steal weapons or money then steal will vanish.
產業小於250M或是總力小於100B偷的東西會不見
* Country that with industry power less then 250 million or
the total power less then 100 billion can get max 100 million
money aid every time.
產業小於250B或是總力小於100B每次最多金援100M
This update will protect new countries and will balance the game.
