標題Re: [新聞] 佛州擅自提前初選 民主黨取消黨代表資格

這裡的板友應該是沒有rule committee的成員。其實真要找人幫忙的話，應該
想辦法找有志一同的支持者一起寫請願書拜託rule committee做出對Clinton
女士有利的裁決。
從一般新聞要找到對這兩州初選爭議發生的來龍去脈做縱觀的交待是比較困難的。
或許參考一下維基條目的相關說法，包括Democratic Party (United States)
presidential primaries, 2008這項條目的3.3 Nullified primaries部份

另外Michael Tomasky的A Possibly Super Problem雖然對局勢的分析比較舊
了(這是三月份的文章)，不過對兩州爭議初選產生的原因有比較詳細的交待，
值得一讀。
簡單來說，就是在Howard Dean擔任主席之後，設立了一個Rules and Bylaws
Committee (RBC)，業務主要項目之一就是決定初選時程。它的主席是前柯林
頓政府下的勞工部長Alexis Herman跟Franklin Roosevelt的孫子
James Roosevelt Jr。這個委員會的成員目前表態支持Clinton的是略多一些，
可能因此會在5/31號做出對Clinton女士相對有利的裁決；總之至少這個委員
會並不是被一群瘋狂熱愛Obama的黑人給陰謀占據的，Clinton女士的支持者可以
稍微放心一些。
這個委員會決定Navada跟South Carolina可以加入Iowa與New Hampshire成為
少數可以在2/5號前舉行初選的州。
接下來:
Other states were unhappy with this decision, notably Florida and Michigan,
which have long sought to increase their influence over the nomination. On
May 3, 2007, Florida voted to defy the RBC and hold its primary on January
29. In mid-August, Michigan followed suit, moving its primary to January 15.
Leaders in both states were warned repeatedly that continued defiance of the
DNC could result in at least 50 percent or even 100 percent of any delegates
awarded from a primary held in violation of the calendar being "stripped,"
i.e., excluded from voting at the convention. Not quite believing that the
DNC would follow through, neither budged.
雖然兩州的民主黨人士不相信RBC有膽懲罰他們，不過RBC還是做出來裁決:
The vote of the thirty-member committee had only one dissent
只有一票反對票，看來剝除這兩州黨代表資格的裁決應該也不是黑人的陰謀。
想當然耳，曾在5/2號說過"如果民主黨提名人只接受48州黨代表支持背書
，那實在很奇怪"、非常重視這兩州民意的Clinton女士應該會氣急敗壞的馬
上跳出來抗議吧。
不過...
All of the Democratic campaigns were notified that Florida and Michigan would
not count. As far as is known, none protested at the time.
Clintno女士當時的競選經理Patti Solis Doyle甚至還說:
We believe Iowa, New Hampshire, Nevada and South Carolina play a unique and
special role in the nominating process.... We believe the DNC's rules and its
calendar provide the necessary structure to respect and honor that role.
Thus, we will be signing the pledge to adhere to the DNC approved nominating
calendar.
當Clinton女士本人在Iowa跟New Hampshire競選時，她也對當地的選民說Michigan
跟Florida的初選" "don't count for anything."
Clinton女士是什麼時候開始重視起這兩州民意的?
並不是在Obama看來對她仍構不成重大挑戰的時候，而是在她輸掉Iowa、在New
Hampshire以2%險勝、以及預期將要在South Carolina大敗前夕的1月25日，她說:
I believe our nominee will need the enthusiastic support of Democrats in
these states to win the general election, and so I will ask my Democratic
convention delegates to support seating the delegations from Florida and
Michigan.
持平來說，就算最後做出對Clinton女士有利的裁決，Clinton女士也因此勝出；
她吃虧的地方就在於沒有趁局勢大好時早點提出異議、提出的時候這兩州的黨代
表是否算數也很剛好的成為她救命的稻草；選民難免會把她看的有點權謀、甚至
有點不擇手段。這方面可能造成的傷害跟部份選民的不滿，是她得小心處理的。
