回文解釋比較清楚一點，
看起來你被鎖的主要原因是違反了多重帳號的規定，
跟據 org rules，
If two or more accounts are usually, occasionally, or permanently being
played from the same network, a GameOperator must be notified, without
exception. In these cases the accounts will not be able to have fleet contact
while on the same connection.
表示你一定是在同個 ip 的情況下跟另外一個帳號有 fleet contact
fleet contact 可能是攻擊同個玩家、互相協防 ... 等船艦互動
而由於引用的是多重帳號規定的條例，所以違反者只有被永久封鎖這個選項而已。
不管你是無意或者是搞不清楚狀況，
找 GameOperator 的時候請用"誠懇、認錯、求饒"的態度跟 org 的 GameOperator 聊天
"裝傻"或者說"不知道什麼是 fleet contact"是大忌
org 的 team 對規則的要求比 tw 嚴格很多，說搞不清楚規則基本上不可能鳥你的。
他應該只會叫你規則重看改天再來。
簡單的說，如果你想解封鎖，認罪協商是你唯一的路。
不然應該就只好等消失了。
最後是重點，能上訴請盡量上訴，有上訴有機會
