反正沒義務，拜一寄出即可。非公民，免參加。不管啥身份時(F1/H1/PR)，幾乎每
年都收到一次以上，都在回條上勾「非公民」寄回。通知單上印很清楚。但第一次
收到時，也很認真處理。
